What is it about the "lolita" movement in America that appeals to the overweight female?

About one in twelve of the american lolitas I have either met in real life or seen in photographs (and I realize that this does not necessarily make those examples the majority) have ranged from the overweight to the obese. Having been under the impression that this style of dress was meant to imitate the petite and delicate image of victorian children, and also involving large quantities of ruffles and highly hemmed skirts, I was wondering what about it would appeal to the kind of girl who would normally hide in sweatpants and an oversized t-shirt. I find it very brave that they would choose to draw further attention to their bodies in this way; it is somewhat inspirational and I would like to know more about their reasons for doing so.
